Everything in animal welfare is either preventing the next intake or managing the last one. Both matter. Only one is funded.
A few weeks ago I published a piece here arguing that this field should be tracking cost per intake prevented. I still believe every word of the argument. But there was a number in it, and in the calculator sitting behind it, that I had to go back and fix.
The number was $900.
I wrote that the full first-month cost of one shelter intake lands near $900. The calculator on our site took that further. It told a sponsor that a $35,000 investment would save $709,200, a twenty to one return, and it printed that figure in a box, in dollars, like a statement of account.
Then someone who runs the numbers at one of the largest animal welfare organizations in the country looked at it and told me, politely, that it read like a bank statement and that it was not one.
He was right.
Here is what he was pointing at. Most of that $900 is fixed cost. It is the building, the kennel staffing, the utilities, the payroll that was going to be spent whether or not one more dog came through the door. Preventing a single intake does not refund any of it. No shelter sends money back to the county because forty fewer animals arrived in March. Those savings only become real if intake falls far enough, for long enough, that a community can change its capacity, and that takes years of sustained work, not one prevented surrender.
So the $709,200 was not a lie. It was a ceiling presented as a checkbook. And presenting it that way to a county commissioner, which is exactly who I built it for, was going to get the entire argument thrown out the first time somebody with a finance background looked closely at it.
The honest version is three numbers, not one
It costs about $44 to prevent a shelter intake through spay/neuter in our model. That is the strongest number I have and it is the one I lead with now.
The cost that actually stops being spent when an animal never arrives runs about $250 to $450. That is intake handling plus the medical package nobody has to buy: the vaccines, the surgery, the heartworm test and prevention, the treatment for whatever walked in with the animal. That is money that would have left the account and now does not.
Bare intake handling with no medical at all is only about $37 to $50. That is a real floor, and it is where an earlier version of my calculator stopped, which was its own error running the other direction.
And $900 is the full loaded first-month cost including daily care. It is a true figure. It is also mostly fixed capacity. It belongs in the conversation as a ceiling, labeled as modeled, and never as cash saved per animal.
So the honest sentence is this. It costs about $44 to prevent an intake, against $250 to $450 in avoidable handling and medical cost, and up to about $900 when you count a shelter’s full loaded cost.
I did not change the math. I changed the labels and what I lead with. Taxpayer savings became estimated avoided shelter cost, modeled. Return on investment became modeled return, and I stopped leading with it for government and foundation readers entirely. Intakes prevented became projected intakes prevented, because they are a projection from program multipliers and not a count of verified surrenders that did not happen. Everywhere those figures appear now, a disclosure appears with them saying exactly that.

Run it through the lens. Inflated savings math is not prevention and it is not downstream. It is a third thing. It is a marketing patch, and it is one the prevention side of this field reaches for constantly, because prevention is the layer nobody funds and the temptation to make the number bigger is enormous when you are trying to get somebody to look up.
Here is what that patch costs. The people we most need to persuade, the county finance director, the foundation program officer, the commissioner who reads budgets for a living, are precisely the people who will spot a fixed-cost-as-savings error on the first pass. And when they spot it, they do not just discount the number. They discount prevention. An overstatement hands a skeptic permission to dismiss an argument that was true on the honest figures all along.
Prevention does not need the inflated version. About $44 spent against $250 to $450 that genuinely stops being spent is still roughly six to ten dollars of avoidable cost stopped for every dollar put in, using only the money that leaves the account. That is not a weaker argument than twenty to one. It is a stronger one, because it survives the second question.
What the fixed cost actually is
I want to be careful about one thing. The reason so much of that $900 is fixed is not waste. It is a building full of animals who need care right now, staffed by people doing hard work that has to be done. Those costs are load-bearing and the people carrying them are not the problem.
The argument was never that shelters spend too much. The argument is that we fund the layer that catches animals at the end, we fund almost nothing at the front, and then we act surprised when the number arriving next year looks like the number that arrived last year.
If you publish prevention numbers, go look at yours
Ask which portion of your avoided cost is variable and which is capacity. Label the modeled figures as modeled. Put the disclosure in the document rather than in a footnote nobody opens. You will lose the headline number and you will gain the room.
And when somebody with a sharper pencil tells you your math is off, the useful response is to go check it, not to defend it. I have gotten more credibility out of correcting this number than I ever got out of publishing it.

The part I would fix next is that corrections do not travel. The article and the calculator agree now, but $709,200 is also sitting in grant applications, a board deck, and somebody's slide from two months ago, and none of those update themselves.
Cheap version: one page holds the numbers with a revision date, and everything else links to it instead of restating it.
Same logic on modeled to verified. That only happens if the 30/60/90 capture rides on a step the clinic already does. A separate tracking sheet is still modeled three years from now.
